Koshi Province Government Boasts 81% Financial Progress, Reaffirming Provincial Efficacy

Amidst ongoing debates about the effectiveness of federalism and provincial structures, the Koshi Province government has announced remarkable progress over the past year. The provincial government claims significant achievements in infrastructure development, investment attraction, financial discipline, and improving citizen services, asserting that these initiatives have strengthened the provincial structure and laid the groundwork for development and prosperity.

While criticisms have been leveled against the perceived weakness of provincial structures, Koshi Province has distinguished itself in financial management. At a time when the federal government’s financial progress remains low, Koshi Province achieved approximately 81% financial progress in the last fiscal year.

According to Dr. Mohan Subedi, the Chief Minister’s economic advisor, this progress demonstrates the provincial government’s efficiency and commitment to good governance. Furthermore, the province has seen an 8% increase in revenue collection compared to the previous year. To further stimulate the economic environment, a successful investment conference was held this year, with the government claiming that projects worth NPR 152 billion are in the pipeline for investment.

Rajendra Raut, President of the Koshi Province chapter of the Federation of Nepalese Chambers of Commerce and Industry, stated that the announcement of a 75% discount on land registration for industries has created a favorable industrial environment in the province and attracted investors.


Infrastructure Development and Tourism Initiatives

Despite a limited budget, Koshi Province has made significant strides in infrastructure development. In the past year, 114 kilometers of roads were blacktopped, 52 kilometers of new tracks were opened, and 152 kilometers of roads were graveled. Additionally, 18 permanent bridges and 16 suspension bridges were constructed. More than a dozen police office buildings were built or renovated, an accomplishment that underscores the provincial government’s implementation capacity.

Considering tourism as a key pillar for prosperity, the Koshi Province government has initiated several long-term projects. In collaboration with the Swiss government and local bodies, a 468-kilometer long tourist trail is being constructed at a cost of NPR 2.35 billion. This five-year project will include the Mundum, Chiyabari, Laliguras, and Phalgunanda trails. According to Chief Minister Hikmat Kumar Karki, this project, expected to be completed by 2085 BS, will revolutionize tourism in the province, curb out-migration, and play a significant role in local economic development.

This year has been declared ‘Tourism Year,’ and an initiative has been launched to facilitate easier travel for Indian tourists by providing stickers at border entry points, thereby boosting tourist arrivals.


Enhanced Citizen Services and Social Programs

The provincial government has significantly improved services directly linked to citizens. The long-standing issue of not receiving physical driving license cards even after passing the exam has been resolved, with a system now in place to issue temporary licenses immediately upon tax payment. Rewatiramana Bhandari, Provincial Government Spokesperson and Minister for Internal Affairs and Law, stated that the transportation sector has been streamlined by controlling middlemen.

Another crucial step in gaining public trust is the launch of the ‘Project Bank.’ Dr. Subedi highlights that over 50,000 projects were registered in the bank within six months, demonstrating increased public confidence in the provincial government.

Furthermore, programs like the ‘Udaya Project,’ which provides collateral-free loans ranging from NPR 3 million to NPR 30 million for entrepreneurship promotion, and ‘Interest Subsidy,’ where the government pays bank interest, have helped economically empower young people.

In the realm of social justice, initiatives such as the Child Marriage Free Province campaign and the ‘Saksham Chhori’ (Capable Daughter) program for the Musahar community have contributed to uplifting marginalized communities.

Overall, through these multi-faceted initiatives, the Koshi Province government appears to be striving to justify the rationale behind federalism and establish a strong foundation for the province’s prosperity and development.
